Washington D.C. is not a state but has its own fully functional small claims court system through the DC Superior Court's Small Claims and Conciliation Branch. The $10,000 limit covers most consumer disputes. DC has some of the lowest filing fees in the country — as little as $5 for claims under $500. DC has strong tenant protections with triple damages and attorney fees for wrongful deposit withholding. Note: DC small claims is entirely separate from any federal court — do not confuse the two.
